Indiana EMS Partnership Renewed: More Rural Agencies Gain Access to Handtevy
Indiana is doubling down on what’s working in the field. The Indiana Department of Homeland Security’s EMS Division has renewed its statewide Indiana EMS partnership with Handtevy, keeping the platform in the hands of participating agencies and opening the program to more rural communities.
For eligible rural agencies, that means Handtevy Mobile, ScanSafe™ medication verification, training and durables, all at no cost through Initiative 4 of Indiana’s Rural Health Transformation Program. Details and eligibility are on the Indiana EMS funding page.
Two Years in the Field, by the Numbers
The renewal follows two years of everyday use. Here’s what Indiana clinicians have done with Handtevy since November 2024:
| Measure | Total |
|---|---|
| Participating agencies | 90+ |
| Clinical actions logged | 250,000+ |
| Patient records created | 62,000+ |
| Protocol references | 108,000+ |
| Medication dosing lookups | 71,000+ |
| Newborn and premature infant records | Nearly 2,900 |
| Medications verified with ScanSafe (as of Oct. 2026) | 29,000+ |
Monthly protocol use roughly doubled over those two years. That’s the clearest signal that Handtevy has become part of the daily workflow, not a reference tool that sits on a shelf.
Indiana State EMS Director Kraig Kinney put it simply: “That tells us it’s become part of how emergency care gets delivered here.”
What Eligible Rural Agencies Receive
Participating agencies get a complete readiness package:
- Handtevy Mobile, built around each agency’s own protocols, formulary and equipment, with patient-specific medication information and CPR Assist® for resuscitation timing
- ScanSafe™, barcode medication verification that works fully offline
- Training, including CAPCE-accredited courses and instructor development
- Durables to support pediatric and obstetric readiness
Agency leaders also get the administrator portal to push protocol updates, track acknowledgments and training, assess competency and see how the platform is being used. With 15 ePCR integrations, Handtevy Mobile also fits into existing documentation workflows.
Care for Every Patient, at Every Age
The initiative puts a spotlight on pediatric and obstetric readiness, but Indiana clinicians use Handtevy across the full range of emergencies. Usage spans newborns all the way to adult critical care, where ketamine, amiodarone, epinephrine and adenosine ranked among the most-viewed treatments.
That’s the point of a clinical intelligence platform: one tool your crews can trust on any call.
Medication Verification Built for EMS
Hospitals have relied on barcode medication checks for years, but those systems usually depend on pharmacy and EHR infrastructure that doesn’t exist in an ambulance. ScanSafe™ closes that gap.
A clinician scans the medication, and ScanSafe™ confirms its identity and concentration against the patient-specific information in Handtevy Mobile. It runs on the device crews already carry and works with no signal, which matters on rural calls far from the nearest tower. It also supports controlled-substance documentation.
Training That Stays With the Agency
Education is built to last beyond the grant. Options include the Pediatric Resuscitation and Readiness Course (PRRC), the Newborn Resuscitation and Obstetrics Course (NROC), and in-person instructor training so agencies can keep teaching these skills on their own.
Backed by Peer-Reviewed Research
Published studies have tracked meaningful gains in pediatric dosing accuracy when Handtevy was implemented alongside structured training and quality improvement:
- Denver Health: correct dosing rose from 51.1% to 89.4%
- Rochester, NY region (multi-agency EMS system): correct first-dose accuracy reached 97%, up from 79%
- Resuscitation: a separate study reported improved neurologically intact survival after a comprehensive pediatric out-of-hospital cardiac arrest strategy was put in place
